In late ancient times, Emperor Diocletian ruled the Roman Empire from 284 to 305 (CE/AD) and is famous for re-stabilizing the empire after many decades of strife. Foremost among his achievements was his division of the empire into four regions, each of which was ruled by a "co-emperor" of a sort. He was also remarkably successful on the battlefield, bringing order to Rome's borders through many victorious campaigns.

Diocletian only strengthened the empire in the short term with his price controls and his tetrarchy. The price controls didn't work and the division of the empire only caused jealousy and more rivalry among the Caesars and Augustii. Things got so bad that a delegation came to Diocletian after he had retired and asked him to return as emperor. Diocletian refused.

In 284 AD, Diocletian took control of the Roman Empire. Diocletian was a military general and was determined to end the decline he saw in the structure of the Roman Empire. He was sure that only he could do this and with his army as his means of control abolished most of the Senate's powers. All public positions in the large Roman bureaucracy were appointed by him. This included central government positions as well as positions at the local level. Emperor Diocletian ruled as a dictator. He believed that this was the only way to keep the empire in tact. For the ease of administration, Diocletian divided the empire into two parts, to be ruled separately.

Diocletian chose a trusted general Maximan to fortify and control the western part of the empire headquartered in Rome. Maximan became the co-emperor with all the powers he needed to effectively rule his part of the empire. In order to avoid civil wars created in the past by a lack of a successor, Diocletian and Maximan both chose successors to also help with ruling now and after and in good order's sake become a lawful emperor when neither Diocletian or Maximan could not govern due to health or death. The title of "caesar" was granted to the men they appointed.

To make the army more effective, Diocletian created a mobil force that could be called in to aid legions on the frontiers that needed help.

Diocletian made sure that civil authority never could control military authority. The army was strenghted by enlarging it to include German tribes who had an interest in being safe from other barbarians. These German tribes understood that being "Romans" was better than anything else.

Diocletion took steps to revitalize the empire's economy by effectively making the coinage of the empire more viable. He ended taxation burdens that hindered the growth of the farms and of industry and commerce.
