The unlimited debate rule, also known as a filibuster, is no longer in use. Prior to 1842, members of the U.S. House of Representatives could debate a particular issue for as long as they wanted. In 1842, however, a rule was created to limit a filibuster, although the term is still used.

I am not sure which rule you are asking about, since there were many rules and laws that southern congressmen passed over the years. Perhaps you are referring to the "Gag Rules" which were passed during the 1830s; they were passed by pro-slavery members of congress, who wanted to prevent anti-slavery proponents from discussing any petitions, or proposing any legislation, that demanded an end to slavery.

Anti Slavery Rule of 1865
It was the Southern states objecting to the high tariffs on the imports they needed because they had so little industry. As these tariffs were aimed at protecting American industry - nearly all in the North - they looked like the North taxing the South. So the Southern statesthought it was their right to over-rule Federal law. When the slavery debate heated-up in the 1850's, States Rights was also taken to indicate the right to practise slavery.
