Gastly learns Mean Look at level 8 in the fourth generation of games, 13 in the third generation. The only way to get Gengar to have the move is to raise it from a Gastly, teach it the move and then don't let it forget the move when you raise it to a Gengar.

You must trade it from FireRed or LeafGreen, or have it traded from Pokemon Colosseum or Pokemon XD. In Pokemon C., it would have already been traded from a FireRed or LeafGreen. In Pokemon XD, you can catch it in Phenac City.
Meowth evolves into Persian starting at level 28. Meowth is #52 in the National Pokedex, and was introduced in the Generation I Pokemon titles (Red, Blue, and Yellow) where it could be found (only in Blue) on Routes 5, 6, 7, and 8. In Generation VI (X and Y), it is unobtainable by encounter. To obtain this pokemon, you must use the Poke Transporter to transport a Meowth from a previous game, or trade for it with another Pokemon player, since other people have them and breed them.
