Mikhail Gorbachev was Soviet Union's last president. His policies of Openness (Glasnost) and reforms (Perestroika) promised to change many things in Soviet Union. However, it was his decision of removing the constitutional role of Communist party in governing the state that lead to the collapse of Soviet Union.
