1 - He negotiated and stipulated a favorable treaty of peace with Great Britain in 1802 (The Peace of Amiens);

4 - encouraging the return of the nobles who emigrated during the revolution;
5 - he enacted the Napoleonic Code: in 1802-1804 the Civil Code, in 1807 the Commercial Code, in 1808 the Criminal Code, in 1810 the Penal Code;
6- interventions in favor of industry and agriculture led to a high degree of prosperity in these sectors;
7 -the education was remarkably improved; it was ordained that every municipality should have an elementary school and every Department should have at least one high school. The important town and the big cities should set up in addition some high schools each one specializing in art subjects, scientific studies, classical studies and so on, as connection to the universities;
8 - new markets were opened throughout the continent, favoring a great development of French trade and increasing the export of domestic products;
9 - last but not least, in 1800 was founded the Bank of France whose duties were the whole having the control upon the interests of the national Debt and the only one authorized to issue paper money.
