Well Annabeth is a daughter of Athena and Percy is a son of Poseidon. Their parents are enemies, they have been ever since they competed to see who would get a greek city named after them. Athena won (hence the city Athens in Greece). So Annabeth feels they can not be friends due to parental disputes. Hope this helps
