Everybody helped in the war. Women started working in factories building guns, bullets, etc. Car factories became gun factories. Everything changed to assist the war. If you weren't working for the war or in it, you bought war bonds to fund the war.

What was a major failure of the European and US policy in rebuilding Germany after World War 1?

Germany was virtually untouched by war in the First World War, hence no rebuilding effort was necessary or undertaken. Germany signed an armistice to end the war before the Allied troops reached the German borders. In fact, the German public was unaware of the reasons for the armistice. Germany needed extensive help rebuilding after WW2. It got this help from primarily the United States. Google the Marshall Plan. The effort was a major success, although it would take over 10 years to get Germany back on its feet.
