How did president Kennedy accomplish the new frontier?

As we have been told by the introduction to "Star Trek" space is the final frontier. Kennedy did initiate the space program which successfully landed men on the moon in 1969 (which unfortunately, was 6 years after Kennedy's assassination, so Kennedy did not live to see it).
