The warlord Rollo who had been exiled from Norway raided extensively in Normandy. He was defeated by the French, but was such a threat, that the French king ceded much of what is now Normandy to him and his followers in return for defending against any more Vikings that might arrive. His followers evolved into lords because of grants given by Rollo in return for support in times of trouble, an early form of Feudalism.
