A political deal was made during the national election of 1876, congressional reconstruction came to an end; this was called the great compromise of 1877, Hayes vs Tilden. The democrats agreed to allow Rutherford B Hayes to be president if the republicans would end reconstruction.

Although Congress seemed to shore up Republican power with the Enforcement Acts, it soon passed legislation that severly weakened the power of the Republican Party in the South. In May 1872, Congress sllowed the Freedmen's Bureau to Expire. These actions allowed Southern Democrats to regain political power.

During and after the US Reconstruction era, White hate groups such as the Ku Klux Klan and others killed and terrorized the new Black voters. Finally it came to the point where the Federal government gave up on its early attempts to stop white riots against various state governments and of course preventing large numbers of Black citizens from voting. The South had a strong dislike ( hatred ) of the Northern Republican Party, and soon only Democrats were elected for every public office they could find.
