Any Jewish community can decide to form a congregation. It's mainly a practical matter of having funds and a location for a synagogue.

Initially

In the early stages of the Roman Diaspora, Jews began to congregate in communal centers which they called "Houses of Meeting". In these places, they would perform perfunctory duties necessary to manage the Jewish community. When Jewish prayer and study was possible, they would take place in these "Houses of Meeting". The Greek term for such places was "sinagogas" from which Synagogue comes. The Modern Hebrew "Beit Knesset" which is now usually translated as Synagogue but literally means "House of Meeting" still refers to this history.
