Democracy only works when you have a population that can act in a Laissez faire economic order.

Terrorism, organized crime, foreign invasion and corruption disrupt this balance. Thus the government has the constitutional authority to have an army and protect its people.

In other words, voting does no good if someone holds a gun to your head when you vote.
