It is possible that the Bush administration used intelligence incorrectly in the policy cycle by ignoring the threats made to the United States from Al-Qaeda. There is proof in noting all of the communications before 09/11/2001 that something was going to happen that would be catastrophic, but the CIA did not believe that they were serious threats.
