Before the Open Door Policy, textiles were not a priority in China. After 1978, when the industry was opened, this industry started to grow rapidly. There was a large and fairly well educated labor force. They also did not have a need to import any products. They were able to concentrate on all stages of textile and clothing production, which led them into being world leaders in these markets.
