I think the quote is "by failing to plan, you're planning to fail" I could be wrong, and I think its by Abraham Lincoln, but I could be wrong. :]
People fail to plan for a number of reasons. The most common is thinking they can do it at the last minute. Some people just forget.
Schleiffen plan
It didn't fail. By 1940 they had France and had taken over Paris.
Harvey Mackay said, "Failures don't plan to fail; they fail to plan."
The Schleiffen Plan was an attempt by the German army to avoid war on both fronts (during WWI) by attacking France before they became involved. It was created by Alfred von Schleiffen and it required a disregard of the neutrality of Belgium and the Netherlands in order to sweep France quickly. German officials calculated that it would take 29 days for France to fall and immediately after their victory some German troops would mobilize and head back east to assist the troops against the Russians. It didn't really work out very well, the German army miscalculated the strength of the French and the speed of Russian troops and that resulted in years of trench warfare.

Alfred Graf von Schlieffen was the Chief of the Imperial German General Staff. He served in this position from 1891 to 1906.
you should have a comma after "plan" and "fail" should have an "s" at the end. Irony FAIL!
True. You can succeed without a plan, but with a prepared mind.
