Many US citizens were wondering why the Royal Navy couldn't handle the problem; after all they'd been through this scenario before (WWI).

It wasn't like this was a new secret weapon, a new enemy, and a new strategy; they were the same old weapons, same old enemy, and the same old strategy (trying to starve em out!).
