Japan able to modernize in three different ways; Industrial Modernization, where the government had sent young samurais' to Study Abroad, therefore succoring Japan's knowledge of Western Industrial techniques.

Japan modernized itself from Economy as well; the Meiji leaders made the economy a major superiority, they encouraged Japan's businesses to adapt to Western ways ( created a modern banking-system, built railroads, improved ports, etc ). Getting industries started was pretty simple for the government; to start, they simply built industries then sold them to wealthy business families.

Communication was also a key factor in Japan growing modern society; they opened up to the Westernized world, by opening up ports and started to trade with other countries. They in return, took in the ideas from other nations, and contributed these ideas into their society.
