The Monroe Doctrine was effectively America's first declaration of Manifest Destiny, that is, the "God-given" right to rule the continent. It was our first basic foreign policy, and requested that all European Countries get out of the Western Hemisphere/ North America.

The Monroe Doctrine provided the formal statement of policy that was a basis for the US working to prevent further European colonization of the Americas during the 19th Century when European empires were expanding worldwide.

The Monroe Doctrine asserted that any nation enacted any unwanted advances within the Western Hemisphere as an act of aggression toward the United States.

The Monroe Doctrine states that any country has the right to defend itself from unwanted outside forces.

The Monroe doctrine also promised to protect any other country within the Americas, should they be attacked or an attempt was made by any European country to colonize it. This was a very generous offer to all third world countries within the Americas.

Likewise, America promised not to bother any already colonized country within the Western Hemisphere. This policy was was a direct result of Spain's aggression toward it's colony in Cuba.

The Monroe Doctrine did not help the US expand, but it gave the US a philosophy for arguing that the European powers should not expand in the Americas, and would be resisted if they tried. That may have left more room for US expansion.
