It is not known. Ancient historians did not write anything about planed punishments. The Romans wanted Hannibal to be handed over to them. We don't know whether they had already planned a punishment or weather they would decide after he was handed over because Hannibal prevented this by committing suicide.
After the Second Punic War Hannibal went back to Carthage and become the head of the city. The Romans put pressure on the city to surrender him. He went into voluntary exile to Phoenicia and then to Syria. Then he fought for Prusias I of Bithynia, who was at war with Rome's ally, King Eumenes II of Pergamon. The Romans persuaded Prusias to hand over Hannibal, but he committed suicide to avoid this. .
The Romans did not have a plan to oppose Hannibal. Hannibal provoked the Second Punic War by attacking Saguntum, a city in Spain which was a Roman ally. The Romans attempted negotiations, but these failed and they had to declare war. Rome had not been following what the Carthaginians were doing in Spain because they were dealing with wars in the Adriatic Sea (on the est coast of Italy) and in northern Italy. Rome sent a fleet to Spain to fight there because Spain was the flash-point Hannibal caught them by surprise by marching on Italy.
