The allies would have tried again.
Because after Germany lost, the Allies forced Germany to pay huge amounts of compensation and to accept responsibility for starting the war. France, in particular, wanted to stop Germany from being powerful again. It was agreed that Germany should be made into a democracy. However, the Great Depression hit Germany harder than anywhere else, the government proved weak and unable to deal with it. Hitler emerged, promising to make Germany powerful again.

Russia suffered greatly at the hands of the Germans. There was a great amount of hatred and contempt for Germany, and at the end of WW2, after Germany had been defeated, the Allies decided to split Germany to keep them from building enough strength to do it again.
Russia had been allocated the area around Berlin at the allies Yalta conference - the western allies did not need to advance or fight into territory which they would then have to move out of again. Although Germany would only be beaten by the taking of Berlin, the western allies could have got there before the Russians - Politics!
The European allies focused on rebuilding themselves after wars, and believed that they should not have to pay to repair their nations because they did not cause the damage. After World War one the focus was on the destruction cause by bombings, which required a lot of time, labor, and money for the allied nations to fix. They wanted Germany to cover these costs because Germany did the damage. The allies asked Germany to pay reparations and to change their governing system. After World War two the focus was on making sure Germany was not able to be an aggressor again. Land was taken away, Germany's advanced scientific and technological industries were limited, and they had to pay reparations to the allies.
In an attempt to prevent a possible future apocalypse that they just forced an end to. To prevent Germany from possibly again becoming a country led by a mad tyrant.
