A Roman governor was responsible for his province. He tried civil and criminal cases and kept the peace. His job also entailed collecting taxes and making sure that Rome was sent its share. Anything more than Rome wanted went into the governor's pocket. This was a way that a man could regain the money he had to spend on his political elections, as governors were all ex-counsuls or ex-praetors. If there were trouble, say like on a border, a governor could raise an army to deal with it.
