A town was built in the middle of an agricultural area, often on the coast with a port. The town developed and became the centre of political, commercial and social life and was walled as protection to which the farmers could tae refuge in times of threat.
Around 750 B.C. villages in a small area joined together to form a city in the shadow of a Acropolis began to develop their own tradition ad their own form of government and laws. Today these are called city-states.
When Greek nomadic tribes arrived, they took over a section of land to settle on. They established a fortress on a hill (acropolis) for security, and a city grew up around it. These were independent city-states, and each had no intention of giving up that independence to combine with others whom they rivalled.
