The US Military had obliterated the infrastructure of the states that succeeded from the Union. They no longer had any financial or military clout...political clout followed suit.
The elections in 1866 had the effect of giving the Northern and (newly) Southern Republicans the power to initiate and control wide-reaching aspects of Reconstruction. Especially WHO would get the contract to do the actual "reconstructing" - hint: it would not be a Southern contractor in most cases.
To be a Democrat was to be an old-school, hard-line Southern Man...a pariah. It meant that in Washington, he'd never be trusted. Weak & blunted on the floor of the House and finding few friends on Capitol Hill. The Republicans were the shot-callers in 1866.
The process of Reconstruction was set and implemented by the men elected to the legislature. It guaranteed the process would be one of doubt, sorrow, poverty and a now underground-form of hatred - for all those living in the dilapidated, smoldering, crippled South. It enabled Northern Republicans to hit Southern Democrats while they were down. Hit they did; as the South would not see much economic or infrastructural recovery for decades.
Reconstruction affected money for the North, continued-defeat, poverty and desperation for the South. Including its newly-freed slaves; who became "sharecroppers" that were slaves in all but official-name 'till the Civil Rights Movement a century later.

President Rutherford Hayes did end Reconstruction of the South. This happened because of the Compromise of 1877 in which an agreement was reached that decided that Hayes would be President if he agreed to end Reconstruction. After the 1876 election, there was a election dispute and the compromise was the response to settle this dispute.
It started in 1865, right after the civil war ended, and the Union started to rebuild the south and the country as a whole. With the compromise of 1877, and the election of Rutherford b. Hayes, it ended. So it lasted 1865- 1877. :)
