The decline of the Republic led to its downfall. After a several of civil wars Augustus became the first Roman emperor and the 503 years of rule by emperors started. The emperor was an absolute ruler, the senate became an instrument for the exercise of his power and the officers of state were appointed by the emperor instead of being elected.

Who ruled the people of Rome politically?

It depends on which time of Rome it is. Monarchy Republic Empire Decline (spells Mr.Ed!) If it was the Monarchy, it means one person was in charge of all of Rome, meaning the monarch of Rome controlled Rome politically. If it was the Republic, there were two censors (I think) that ruled Rome, and these two censors basically governed Rome. (I also think that each censor could rule for only one year) If it was Empire, then there was elements of both Monarchy AND Republic, meaning that there was one monarch that controlled, but the power was limited by the Republic. If it was Decline, there was no ruler:) This is kind of a vague answer, and some of the stuff might be wrong if I remembered incorrectly.
