For a long time the church and government were at loggerheads. Both tried to be the leading power in different countries around the world.

Countries with a less advanced civilization seemed to be able to combine both religion and government. Only in more advanced countries did the two power brokers fight.

Trouble was that neither was completly strong enough to rule by itself. It was often a very uneasy peace that they worked out. The main reason for working together is that it assured their power.
