The 15 stripes were for the 15 states in the USA at that time. On July 4, 1818, a new flag was created. It had 20 stars for 5 new states that were added to the US. This flag and all that have followed have had 13 stripes, representing the original 13 states.

Well, the 13 stripes represent the original 13 colinies of the U.S.A.. It used to be 1 stripe and star for each state, but with each new state that joined, another stripe and star had to be added. Eventually, there were so many stripes, it was decided that there would be only 13 stripes to honour the first 13 colonies and just a star for each state. I don't really know why the stripes are coloured white and red.
