The government was representative and elective. It also met in secret. (This was held over from the days when the church faced persecution. It never ended secret meetings.)
When the church changed from Presbyterian to Congregationalist, the government changed from Presbyterian to Congregational. Town meetings involving all citizens replaced secret meetings involving elected representatives.
Later New England went back to representative government but with open meetings.
