The Roman Empire grew by conquering neighbouring nations. It's army consisted of men called legionaries, heavily armoured soldiers on a professional footing, ie paid salaries and supplied weapons and armour. The foes they faced were generally tribal Celtic barbarian warriors whose only battle experience was raiding neighbouring villages for cattle and slaves. The Roman legionaries had copious battle experience, advanced technology such as the Scorpion Ballistae and Onager catapults, were far better equipped, for instance Imperial age legionaries wore Lorica Segmentata, a metal breastplate made up of strips of segmented metal lashed together with leather and they had battle strategies well accustomed to the type of warfare they would fight. Barbarian tribes stood no chance and so the legions would conquer them and assimilate their culture and population into their empire. Those conquered civilians would then be able to join the army (as auxiliaries), thus adding to the empires strength and allowing it to grow even more.
