The German Navy had to resort to "Guerre de Course" warfare; commerce raiding, submarines sinking merchant vessels. If the German Navy had strong battle fleets, then they would've fought a "Guerre de Escadre" type of naval war; FLEET ENGAGEMENTS. Therefore, no, the Royal Navy was more powerful. Only the US, UK, and Japanese Navies were capable of traditional surface warfare. Addition: Up until WWII it had been the policy of successive British governments to make the Royal Navy larger than than the next TWO largest navies in the world added together. Because so much of Britain's trade depended on control of the sea the Royal Navy was intended to be capable of fighting two major opponents at the same time.

why don't you try getting a ship out of a port with the british royal navy blocking your ports they basically set up a barricade with their galleons and other large ships so the only way a German ship could get past would if it was a U-Boat or a submarine but other than that if the Germans tried to defeat the royal navy with all they had they would just be destroyed
It depends on the real question. If meant literally, then yes, women are allowed on submarines. They can visit some submarines. If the question is, "Are women allowed to serve/work on submarines?" then it depends on the country. In the Royal Navy (UK) they are not allowed to serve at present. The United States, however, is gearing up to allow some women officers to serve aboard U.S. Navy nuclear submarines.
