1. The war REMOVED Russia from becoming a naval power (thus enabling Germany to face Great Britain without a naval interferrence during WWI). 2. Set in motion the construction of HMS Dreadnaught (construction began in Oct 1905, Tsushima was fought in May '05 with British Naval Officers on board as observers). 3. HMS Dreadnaught started a new world arms race between industrial nations (formally called "civilized" nations); which would ultimately lead to WW1. 4. Established Japan as a world power, which set the stage for WW2. 5. Created the US Navy's "Great White Fleet" which commenced it's voyage around the world in 1907. A "show of force" to demonstrate to the "yellow race" that the "white race" was still a force to be reckoned with.
