I think you are confused. Jackson supporters accused Henry Clay of making a deal with John Quincy Adams in 1824. The supposed deal was that Clay got his supporters to support Adams for president over Jackson in exchange for which, Adams would appoint Clay his Secretary of State.
John Q. Adams was supported by a coalition of the old Federalist residue of his father, upper class Southerners and in general, those who were anti-Jackson. His supporters formed the Whig Party by the time he ran a second time.

In those days, the position of Secretary of State was considered to be a stepping stone to the presidency and was a prime post. Clay essentially made Adams president by getting his supporters in the House to vote for Adams, even though as a Kentuckian, Jackson would be the logical choice for him to support.
