A physician who specializes in operating on people is a surgeon.
A physician who diagnoses and treats (surgically and medically) disorders of the blood vessels is called a "Vascular surgeon". They usually will have the "M.D." after their name, but will have a description that they specialize in vascular conditions or surgical repair. The term "vascular" has to do with the veins and vessels of the body.
