They initiated a long term (decades) program of slowly introducing the metric system (starting in schools), slowly changing the currency then weights and measures. They are still in the process of change - road distances and speed limits are still in miles.
As the change has happened over such a long period - (it has been happening over my lifetime and I am now 60), people have had time to understand and adapt to the metric system. Further, having lived through both, it is clear that the metric system is much easier to use than the "irregular" units of the imperial system, this is especially true for money metrication.
