The US was more prepared, than some historians would like their students to believe. The US had reinstated the military draft well over one year before the Pearl Harbor attack; and had been geared up for war material production long before entering the war; producing tanks, ships, airplanes, rifles, machineguns, etc. to supply to Great Britain and Russia (USSR). In effect...the US was just waiting for the word (to enter the war) (which came in the form of the Pearl Harbor attack on Dec. 7, 1941).
i deleted the previous answer because it was bullcrap spam. anyway, to answer your question, roosevelt had a draft going and a few policies going while we were still practicing isolationism (he knew our involvement in the war was innevitable). all US Military atctivity was limited to the Western Hemisphere during this time. roosevelt was preparing our military for the innevitable. we also had Dr. Seuss making political cartoons motivating people to buy war bonds (basically loaning money to the U.S. military and you were paid back with interest) for more info, just Google. afterall, i am also doing this project and im just giving you the info i have acquired so far.
