It was a fixed program, single purpose computer. It was designed to break the German code during WW2. It had no internally stored programs. To set a new task the operator had to set up plugs and switches to alter the wiring. You cannot compare Colossus to modern computers.
Turn hardware on and it will consume energy (work) but without any instructions (software) it will not "do" anything. it will just sit there and be warm.
Software contains the instructions that tell the hardware what to do.
