At the end of the French and Indian war France surrendered its North American possessions and New Orleans was transferred to Spain in 1762 and the French territories east of the Mississippi, including Canada, were ceded to Britain the next year. But in 1799 Napoleon sought to restore French presence in North America. The Louisiana crisis reached a point in 1802 when the king of Spain signed a decree transferring the territory back to France and revoked the American access to New Orleans ports. In 1803 Jefferson sent James Monroe to France and in February that year Napoleon orders French troops to New Orleans. Yet, in March he canceled a military expedition to Louisiana and by April it was clear France was willing to sell all of Louisiana. The terms of the sale was 15 million for 827,000 square acres of territory. In May Britain declared war on France and on July 4th the purchase is officially announced and in October congress ratified the purchase.
