Having served in the province of Farther Spain as proconsul (governor) in 61 B.C., Caesar returned to Rome in 60 B.C., ambitious for the consulate (the office of the two annually elected heads of the Roman Republic). Facing senatorial opposition he achieved a brilliant stroke by organizing a secret alliance, known as the First Triumvirate. It was made up of Pompey, Rome's greatest military commander, Marcus Licinius Crassus, the wealthiest man in Rome and Caesar himself. Pompey and Crassus were jealous of each other, but Caesar managed to reconcile them. Caesar was already an ally of Crassus. He married his daughter Julia to Pompey to cement the alliance. He used the political clout of these two men to have himself elected as consul. During his consulship Caesar confirmed the political settlements Pompey had made in Asia at the end of the Third Mithridatic War and gave land to his retired veterans.

In 59 B.C. Caesar married Calpurnia. In the same year, as consul, he secured the passage of an agrarian law providing Campanian lands for 20,000 poor citizens and veterans He was opposed by the other consul, Marcus Calpurnius Bibulus. However, Pompey and Crassus publicly gave Caesar their support, which revealed the alliance.

Caesar had gained popularity when he was a lawyer who pursued corruption trials. He gained the support of the wealthy equites (a class of bankers, money lenders, merchants and investors in shipping and mining) through Crassus' influence on this class. Pompey was popular among the soldiers. Therefore, this informal alliance dominated Roman politics.

Caesar then made himself governor of provinces of Cisalpine Gaul (northern Italy), Transalpine Gaul (south-eastern France) and Illyricum (the eastern coast of the Adriatic Sea) for five years and ensured the election of his father-in-law Lucius Calpurnius Piso Caesoninus, as consul for 58 B.C. In 56 B.C. there were tensions between the three men. Caesar renewed the alliance in a secret meeting. Pompey and Crassus would stand for the consulship in 55 B.C. Once elected, they would extend Caesar's governorship for five years. Crassus would then get the governorship of Syria and Pompey would continue his governorship of Further Spain in absentia.

The First Triumvirate ended with the death of Crassus in 53 B.C.
