Buddhists believe in six realms. The good relams are Human, where we are, and Deva, which is where "godly" beings are. The bad realms are animal, where all the animals are, the Asura realm (demigods), the Preta or hungry ghost realm, and, finally, the Naraka or hell realm. This is the realm where the people who have done terrible things are reincarnated. It is a woeful state and though a being only stays there for one lifetime, the shortest lasts as long as if you had a barrel of sesame seeds and only took out one every hundred years.
So, you take into account all of the beings in all of the realms and it is easy to see how even though more HUMANS are currently being born than humans dying, there are so many beings in other realms that reincarnation is totally plausible.
