Technically speaking, a dresser doesn't 'contain' anything, it is a way to access your stored items which are shared across all your dressers, lockers, etc. So when it's yours, it'll access your stored items, but if you give it to someone else, it'll access their stored items.
Cloud is like a storage area that you can access a variety of items, that you place on it. You use it's space to store things which allows your devices to download/input more.
Restoring your computer will not affect your items in Team Fortress 2 in any way. All items are stored to your Steam Account through Steam-Cloud.

Sequential data is when things are stored and accessed in order, starting from the beginning (or end) of the file. So to access a given record, you would have to access everything before that point. Sometimes this is the only way to access things, such as items stored on tape.
I don't think u can
Memory access times are measured in nanoseconds. But that is only part of the story. What exactly is the item you wish to access? Are you planning to access more that one item? Do you have control over how and where the items are stored? Are they in the cache when you want to access them. What are the details of the design of the memory you are accessing? For special problems data access can be sped up by using custom designs. What is you budget? Do you have access to a lab? Does this help?
I do not know just look around
