It's just a normal tax form like the 2010 and other 1040 forms. There isn't any changes between the 2010 and 2011 tax forms--they haven't changed forms in a very long time.
Some public libraries may have printed out copies of 2011 10-40 Tax Forms, but not all local libraries will have them available. Instead you should look on the IRS website for current tax forms.
