Honestly, it's just a personal decision. There is no ceremony or tests. You could just simply agree that the atheistic views match yours. Anyone can identify themself as an atheist as the only definition of an atheist is a rejection of any god claims because of lack of verifiable evidence.
An atheist would have no interest in being a preacher. It doesn't make sense for one to become a preacher. If someone who claims to be an atheist, becomes a preacher, then they weren't an atheist.

There is strong precident that being an atheist would make one unsuitable. However, there are cases of priests losing their faith. Some that come out as atheist are essentially sacked by the Church, so there is a strong disincentive to admitting you are an atheist if you're a priest. Also, priests that have had to resign after saying they were atheist have been contacted by many other priests who are also atheists "in secret" but who can't admit their lack of belief as they would lose their jobs.

You need to be aware of different theories and most importantly, you need proof, otherwise an atheist could be subject to high criticism.
