There are two was of doing it. One, you can delete the application iChat entirely from your computer so that no one will ever be able to use it. You can go about doing this by locating iChat in your applications folder and dragging it into the trash and emptying the trash. Two, you can enable parental controls for select user accounts in System Preferences (just search Parental Controls in the search bar of System Preferences). With parental controls, you can block certain applications (i.e. iChat) on certain accounts. If you need step by step instructions you can always call Apple Care: 1-800-MY-APPLE

The largest difference between any laptop computer and desktop computer is that a laptop is portable and a desktop is not. If you do not require you computer to be portable then a desktop computer is preferable as it will be cheaper to purchase than a laptop of equal specs.
