There are two was of doing it. One, you can delete the application iChat entirely from your computer so that no one will ever be able to use it. You can go about doing this by locating iChat in your applications folder and dragging it into the trash and emptying the trash. Two, you can enable parental controls for select user accounts in System Preferences (just search Parental Controls in the search bar of System Preferences). With parental controls, you can block certain applications (i.e. iChat) on certain accounts.

Apple does not make iChat for iPad. But if you have an iPad 2 or newer, you can use FaceTime which is very similar to iChat.
