You cannot use the program iChat. However, you can use other instant messenger clients such as Pidgin to chat, even with people using iChat.
You cannot install iChat on your computer if you are not running Mac OSx. However if you install AIM you will be able to chat with iChat users.
Apple does not make iChat for iPad. But if you have an iPad 2 or newer, you can use FaceTime which is very similar to iChat.
iChat uses the AIM network so to talk to people without iChat they will need to be on the AIM network. (See links below) .
There is support for iChat on the Apple website, under the support option. They offer support for iChat when it quits unexpectedly, when the video chat is not working, and if you are unable to invite while in iChat.

There isn't one. You won't find an instant messenger for the Window version as it is an Apple only product.You will be able to find the ichat on Apple's website.
There is no Windows version of iChat yet but if the Windows user is using an AIM account then you can connect to the Mac iChat user if they are logged into iChat via an AIM account. Otherwise iChat will not work. You can also connect both users via a free online video/chat application similar to Skype, it's a very useful free video/chat application that cross's both Windows and Macs well.
Apple's iChat software only works with their Macintosh computers and is not available for computers running the Windows operating system.

If both ends of the conversation are using an Apple Mac computer you can use iChat (See links below) or software such as Skype if they are using different computer systems.
There are two was of doing it. One, you can delete the application iChat entirely from your computer so that no one will ever be able to use it. You can go about doing this by locating iChat in your applications folder and dragging it into the trash and emptying the trash. Two, you can enable parental controls for select user accounts in System Preferences (just search Parental Controls in the search bar of System Preferences). iChat can be downloaded directly from the Apple and iTunes websites or app stores. It can also be downloaded from Mac Update and Version Tracker websites.
