You can't unless they tell you who they are insured with. Who a person is insured with or even if they have insurance is a private matter between the insured and the insurance company. Now, if there is an accident and the police come to the scene they will collect that information and put it in the accident report. This is why it is crucial to always call the police to the scene of the accident no matter how much the other person begs to give them a break. Always, always!!! call the police to the scene of an accident. The exception is if the accident is on private property.
Contact your state board of insurance and there should be some forms to fill out and WHY you need this information. Generally if you have been in an accident with these people they will help you. Don't forget that if you have been in an accident and they gave you false or fraudelent information to contact the police officer and tell him they had no insurance so hopefully they will get ticketed with a FMFR AND CONTACT your State's Department of Motor Vehicle and tell them as well.

if you dont already know..then its probably not insured..
You go and hire an attorney and ask him for legal advice.
bring your car to vicroads to have a v.i.v certificate approved. they check if the car has ever been in an accident or stolen and inform you on what needs to be improved
