The only way to know if your friend request has been declined is to request to be their friend again. If it lets you re-request, then they denied your friend request.
You can't request to have someone else's facebook deleted. But If the person has inappropriate pictures or is threatening you...etc. You can report them and then it is up to facebook if they delete the profile or not.
