I don't know if there's a way for you to publish your manga sequel legally, but you could always write a doujinishi (fanmade manga) and publish it online, on an anime fansite or DeviantArt or something like that, which is perfectly legal. In fact, the mangaka group CLAMP (authors of the popular series Cardcaptor Sakura, xxxHolic, Chobits, and Tsubasa: Resevoir Chronicle) started out as a group of doujinishi artists.

More or less, Goldmember is the third in the series but not really a sequel in the fact that it doesnt continue from Austin Powers 2. Same characters and all but different enemies and evil plans. MUHAHA :)
You may only write about another author's character if they give you legal permission to do so. Unless the original author is dead, you are probably not going to be hired to write a sequel to their work. You may write fanfiction, which is writing that cannot be sold, but is just "passed around" on the internet for enjoyment. So long as you do not try to get any sort of "payment" or recognition, the author will probably ignore your writing.
