Because they're bigger than the ball that they go into. How do they even stay in the balls is the real question my friend :)
What do you mean? All Pokemon could be caught, except legendary Pokemon if you don't have the right balls for it.
by putting in a pokemon that knows mean look then use that move so he cant flee then just keep throwing ultra balls at him and eventully he will be caught. but make sure the pokemon the knows mean look doesnt faint because then thundorus can escape.
The only way to catch legendary Pokemon, like Raikou, is to use Master Balls. All other Poke Balls make the Pokemon escape easily.
Heres what i reckon:Use about 30 Ultra balls then use Great Or pokeballs.I caught mine by using 30 Ultra ball and then used about 8 Poke balls and caught it.
I wouldn't consider it a bad thing, just not the best descision. Because there are still many legendary Pokemon that are much harder to catch then Palkia/Dialga. I would have recommended bringing ultra balls instead.
To catch relicanth use Hypnosis by Gengar and get lots of Dive Balls

No. As long as the Pokemon were caught in the wild by normal means, they are not cheat Pokemon. The only Pokeballs you can use outside of special means, via cheats are the Safari Balls, Park Balls (gen II), Pal Park Balls, Dream Balls, and Cherish Balls. The always-catches Master Ball is not considered a cheat Poke Ball.
