Sovereignty relates to government insofar as governments reflect the sovereign authority of their nations. In modern democracies, this authority lies with the citizens, and is only represented by the goverment.
Sovereignty being exercised by an assembly of all of the citizens is an example of direct democracy. It could also be referred to as pure democracy.
Article 3 maintains that sovereignty lies within the nation, that is, the nation's citizens. A monarchy is a centralized sovereignty, where only one person has authority. Since a monarch can exercise authority independently of a nation's citizens, without regard to their wishes or input, this goes against the general idea of article 3.

The civic responsibility most related to the principle of popular sovereignty is voting. Popular sovereignty means that the power of the government comes from the people, and voting allows individuals to exercise their power to elect representatives and participate in the democratic process. By voting, citizens have a direct role in shaping their government and ensuring that it reflects the will of the people.
