Hey, I once had that same question but then i beat the game; in order to get R.O.B. you first have to beat 50cc, 100cc, 150cc and then once you beat all of the cups you will then have to beat mirror mode. Which is simply all the tracks from all the sections (banana cup, leaf cup,etc.) flipped backwards. It takes along time to get R.O.B. but if you're patient i'm sure you'll get it! Good Luck! ^-^
